MN Funding - Federal HSIP/CRP/CSAH Funding Setup Example
A MN County recently requested assistance setting up their funding based on the scenario below - I thought others may benefit from the example to see how we accomplished this so the dollars come out accurate, and reporting back to State Aid shows what they’re looking for.
From State Aid:
Funding Source Setup
Add all 3 sources here (HSIP, CRP, CSAH)
I typically recommend that we add the cap/max funding on the SPLIT instead of on the SOURCE
Funding Split Setup
Start with one ‘Final Category’ with your SP Project Number
BLUE HIGHLIGHT
Next, Add TWO ‘Leading Splits’ (GREEN HIGHLIGHT), one for HSIP group and one for CRP group
This is where we had to get creative and do some math*
From the spreadsheet received, we had to figure out “what percentage of the whole contract value was going under the HSIP group (which was then going to be split 90/10, HSIP/CSAH) and what percentage of the whole contract value was going under the CRP group (which was then going to be split 80/20, CRP/CSAH)
We took the $352,901.14 / $440,901.98 = 79.85959692
Either subtract that from 100 or take $92,000.84 / $440,901.98 = 20.14040308
These are going to be our ‘leading split group percentages’ (GREEN HIGHLIGHT)
The ‘Max Funding’ or caps will be the dollar values we used to find the percentages (GREEN HIGHLIGHT)
Next, under CRP, click ‘Split’
Add TWO ‘Final Splits’ (PINK HIGHLIGHT), one for CRP, one for CSAH.
CRP
CRP is 80%, Max Funding $73,600.67 (from the CRP CAP listed on the spreadsheet from SA)
CSAH is 20%, NO Max Funding
HSIP
HSIP is 90%, Max Funding $317,611.03 (from the HSIP CAP listed on the spreadsheet from SA)
CSAH is 10%, NO Max Funding
Item Funding:
Assign 100% funding to every item under that category. Click Save Funding.
